U.S. Tibet Envoy Warns of Violence

WASHINGTON,Thursday, November 6, 1997 (AP) -- The Clinton administration's new policy adviser on Tibet warned Thursday that continued repression in the region may spark a violent reaction that could spell trouble for Chinese rule there.

"Chinese authorities have committed widespread human rights abuses in Tibet (including) instances of torture, arbitrary arrest and detention without public trial," Gregory Craig said.

But Craig, appointed last Friday as special coordinator for Tibetan issues, also cited grounds for hope that the longstanding dispute between Beijing and Tibet's exiled spiritual leader, the Dalai Lama, could be resolved.

Tibetan exiles accuse China of repressing their culture, language and religion in Tibet, which China considers an autonomous region. The Dalai Lama, who fled the embattled region after a failed anti-Chinese uprising in 1959, has said he would accept more autonomy for the province rather than holding out for independence.

Representatives of the Dalai Lama have welcomed Craig's appointment. The Chinese government denounced it as interference in China's internal affairs.

Testifying before the House International Relations Committee, Craig said not only Tibet but also China would benefit from serious dialogue between the two sides.

Some Tibetans, frustrated by repression and a lack of progress in resolving the region's status, are losing patience with the Dalai Lama's insistence on nonviolent resistance and considering the use of violence to resist Chinese rule, Craig said.

"Tensions between Tibet and Beijing could also pose dangers for China," he said. "Examples of the great pain ethnic strife has wrought elsewhere in the world demonstrate the consequences of failing to respect human rights."
