Commission criticises member states fisheries monitoring

BRUSSELS, March 20 (Reuter) - Most member states have a very poor record of controlling fishing, protecting stocks and prosecuting offenders, according to the European Commission's first report on monitoring the Common Fisheries Policy. "In this sector there are neither saints nor martyrs," a Commission spokesman quoted EU Fisheries Commissioner Emma Bonino as saying. The report, which will be discussed by fisheries ministers and the European Parliament, was based on data supplied by member states for fishing in 1994. "Most of the member states have very mediocre records as far as monitoring is concerned, and numerous inspection authorities are powerless to deal with illegal practices," it said. Fisheries spokesman Filippo di Robilant noted that fishing controls were the responsibility of member states. The EU only had 22 fisheries inspectors but would need at least 100 times that number to do the job effectively, he said. Member states theoretically have some 760 fisheries inspectors available. ector in which everyone is trying to avoid the rules. Controls are therefore very important," he said. The report, which highlighted delays by member states in implementing new control measures, said controls must be extended to cover fisheries restructuring, transport and marketing. Special attention should be paid to overfishing in the North Sea and the Baltic Sea, it added. A third priority is to improve coordination between member states and with the European Commission in introducing new computer link-ups and satellite technology as well as inspections at sea, it said.
