BEYOND "BEYOND PROHIBITION"

The Cato Institute and featured speaker Gov. Gary Johnson (R-N.M.) won

national attention for the October 5 conference "Beyond Prohibition: An

Adult Approach to Drug Policies in the 21st Century," during which Gov.

Johnson called for drug legalization. If you missed the event, it is

available online in RealVideo format. A transcript of Cato Institute

President Edward Crane's opening remarks is also available.

CATO POLICY ANALYSIS

Recent Cato Policy Analyses examine biological weapons, the "Death Tax,"

and the Community Reinvestment Act. In "Strengthening the Biological

Weapons Convention Illusory Benefits and Nasty Side Effects," Eric R.

Taylor writes that efforts to strengthen the Biological Toxins and Weapons

Convention would be an assault on U.S. constitutional rights. "Grave

Robbers: The Moral Case against the Death Tax," by Edward J. McCaffery,

looks at the flaws of the federal gift and estate tax. And George J.

Benston argues in "The Community Reinvestment Act: Looking for

Discrimination That Isn't There" that the CRA has yielded few benefits to

consumers.

MANY SIDES ON THE PENTAGON

Amid the storms over the CTBT, the F-22, and military recruitment, the new

issue of Regulation offers Dispatches from the Defense Front. Among the

articles are Harvey M. Sapolsky and Eugene Gholz on "The Defense Monopoly"

and Kenneth R. Mayer on base closure.

A SURVEY ON SEATTLE

Beginning November 30, the most important international trade meeting ever

held on U.S. soil will convene in Seattle. Two weeks prior, a distinguished

lineup of experts will be meeting at an all-day event at the Cato

Institute, "Seattle and Beyond: The Future of the WTO," to outline U.S.

objectives on the eve of the new World Trade Organization round. Speakers

include Deputy U.S. Trade Representative Susan G. Esserman.

THE SATANIC GASES?

"Is carbon dioxide a satanic gas? Absolutely not," Patrick J. Michaels,

Cato's senior fellow in environmental studies, told a House panel at an

October 7 hearing on whether or not carbon dioxide is a pollutant and

whether the Environmental Protection Agency has the power to regulate it.

Michaels told the Subcommittee on National Economic Growth, Natural

Resources and Regulatory Affairs of the House Government Affairs Committee

that "negative" and "positive" impacts on climate are value judgments made

by human beings. His complete testimony is available.
