A SURVEY ON SEATTLE
Beginning November 30, the most important international trade meeting ever
held on U.S. soil will convene in Seattle. Two weeks prior, a distinguished
lineup of experts will be meeting at an all-day event at the Cato
Institute, "Seattle and Beyond: The Future of the WTO," to outline U.S.
objectives on the eve of the new World Trade Organization round. Speakers
include Deputy U.S. Trade Representative Susan G. Esserman.

THE SATANIC GASES?
"Is carbon dioxide a satanic gas? Absolutely not," Patrick J. Michaels,
Cato's senior fellow in environmental studies, told a House panel at an
October 7 hearing on whether or not carbon dioxide is a pollutant and
whether the Environmental Protection Agency has the power to regulate it.
Michaels told the Subcommittee on National Economic Growth, Natural
Resources and Regulatory Affairs of the House Government Affairs Committee
that "negative" and "positive" impacts on climate are value judgments made
by human beings. His complete testimony is available.
