Avevamo depositato l'appello di Parigi il gennaio scorso presso l'ufficio del Presidente del PE, che l'ha inviato alla Commissione delle Petizioni; il PE ha verificato la autenticità delle firme e la rilevanza della questione sollevata dalla petizione per l'UE; a questo punto l'ha dichiarata ricevibile e l'ha inviata alla Commissione della Sanità, dell'ambiente e della protezione dei consumatori; un comitato di rappresentanti dei gruppi politici di tale commissione (coordinatori) valuterà domani (poco probabilmente) o nelle prossime settimane (molto probabilmente) se é il caso di fare un rapporto sul problema sollevato dalla petizione; ho inviato la seguente lettera ai coordinatori dei gruppi politici nella comm sanità che ci sono piu' vicini, per invitarli a sostenere la necessità di fare un rapporto.
Ora, le probabilità che cio' accada sono minime: la Comm si occuperebbe per la terza volta di questioni legate alla droga; tali questioni sono spesso accantonate per non sollevare vespai e tensioni; la fine della legislatura incombe e le commissioni sono oberate e limitate nella loro libertà di scelta sui rapporti (distinzione tra rapporti "obbligatori" e facoltativi-"di iniziativa);
vi daro' notizie non appena ve ne saranno;

Dear Mr Papayannakis/ Mr Eisma/ Mr Lannoye
the Committee on the Environment, Public Health and Consumer Protection has been charged by the Committe on Petitions to examine the petition n. 81/98 titled "Appel de Paris, for the right to treatment and therapeutic freedom, against the treatment prohibition of drug addictions", tabled by CORA and backed by almost 500 signatures now of citizens of the whole European Union.
The Committee will soon have to decide in the Co-ordinators' meeting weather the issue raised by the petition and its signatories would be worth a report.
We think that the European Parliament and in particular the Committee you take part to should decide affermatively, for the following reasons:
1. The drugs issue is very relevant to the citizens of the EU. They are touched by this scourge because: drugs addition is a major heath problem leading sometimes to death; it is nowadays linked to macro- and micro-criminality; it involves a relatively large burden on the structures of the Member States (police, justice, prisons).
2. The medical principle of therapeutic freedom and the freedom to choose the appropriate and most effective treatment are disregarded when applied to drug addiction: doctors are subject to restrictions that are not scientifically justified, and patients have limited choice in the range of treatments allowed by EU States. This has dramatic effects on the health of drug addicts, on their re-insertion in society, on criminality.
3. One of the foundamental freedoms guaranteed by the Treaties, the freedom of mouvement of EU citizens, is erased when applied to drug addicts: the absence of harmonisation in the EU of drug laws makes it impossible for a drug addict under treatment to travel from a Member State, since a substance legally prescribed in a certain Member State for the treatment could be illegal somewhere else.
We consider that the points raised by the petition should be addressed by the European institutions. The EP should take a position on them, as the EU citizens request. We therefore kindly ask you to take a positive stance on the question of making a report on the issue when it will be discussed in the Co-ordinators' meeting of the Committee on the Environment, Public Health and Consumer Protection.
