Earlier last month the Chinese authorities announced that high- level delegations had been sent to army camps on the Tibet border to solve "problems" and "bring warmth" to the soldiers there. Zhang Zhijuan, political commissar of the Chengdu Military Region, was the most senior of a hundred cadres of regimental level or above who went to Tibet this summer to deal with "problems concerning training, combat readiness, clothes, food, and family affairs", according to Xinhua on 3rd August. In July, China's Central Military Commission increased the budget available for "basic amenities" for troops in "hardship regions" including Tibet, according to a Xinhua report on 25th July, in another possible indication of morale problems among Chinese soldiers stationed in remote areas.
