Beijing, September 13. VOA correspondent David Dyar reports from Beijing on the comments by US Under Secretary of State Peter Tarnoff. Mr. Tarnoff says he is hopeful progress can be made on human rights later this month during scheduled meetings between China's Foreign Minister and US State department officials in washington. The discussions this week are the first such meetings between the two countries covering foreign policy issues since a visit to Beijing by the US Secretary of State earlier this year.However, in the past few days, China has strongly criticized the United States for a decision last week to upgrade relations with Taiwan, which Beijing considers a breakaway Chinese province. The meetings in Beijing also reviewed the agenda for talks scheduled between the Chinese and American Presidents in November. Mr. Tarnoff said he also reviewed American concerns about possible shipments of Chinese missile Technology to Pakistan. He says that issue is expected to be brought up again during upcoming dipl
