RISKS: a) Tibetan men frequently use the services of Chinese sex industry workers in big towns and cities. b) They do not use condoms. c) Tibetan that I (P.Welch) met have already compromised immune systems.

ACTION PLAN: a) Talk to Tibetans you know about this problem. b) Urge and encourage the Tibetan Govt. in Exile to begin an awareness/education programme. c) VOA broadcasts that include these informations in simple, straight and non-medical languages in as many different Tibetan dialects possible.
