According to the chinese publication 'Xizang Ribao', Chen Kuiyuan, regional party secretary, said at the Fourth Tibet Autonomous Regional CCP Committee that, "Tibet must not seek too much external support, but stand on its own feet; whole country has a historic mission without precedent - to seek prosperity and common happiness; if we stick only to old-style Maoism the party will end up like the Soviet communists, and the same is true for a region like Tibet; Third Forum is the way forward; its guidance must be applied strictly; comrades who expect things done for them and refuse initiative are not fulfilling the party line; we need to struggle hard against Dalai Lama because separatism will not stop by itself; party members should not hold religious views; they must uphold communist principles even when mocked; we are failing to take advantage of party's policies; it is over-rigid control and not economic initiative that is the problem in the anti separatist struggle; we have a 'stagnant'
