'Lie Ho Pao' reports military meeting to discuss plans to attack Taiwan.

Hong Kong, October 16. Extracts from a dispatch from New York by Tseng Hui-yen entitled: 'Taiwan independence forces constitute main enemy of CCP; Central Military Commission meeting discloses four-stage plan to launch offensive against Taiwan'. On l4th October, Japan's `Sankei Shimbun' reported, citing to a highly confidential CCP inner-party document, a four-stage CCP plan to launch an offensive against Taiwan. As stressed by the document, the greatest risk faced by the mainland at present is a breakup of its territory, and "Taiwan independence" forces are the main enemy. The document also said that the CCP's military regions had conducted seven exercises of different scale on launching an offensive against Taiwan. As pointed out by the document, to complete final landing operations against Taiwan, it will be necessary to prepare to sacrifice five airborne divisions and 10 mechanized infantry divisions, and, moreover, there will be greater casualties during actual combat "but it is worth paying such a cost

for unification". As pointed out by the document, the "CMC's enlarged meeting" was held in Beijing on 11th July and was presided over by Vice-Chairmen Liu Huaqing and Zhang Zhen. Those attending the meeting included Minister of Defence Chi Haotian, Chief of General Staff Zhang Wannian, General Political Department Director Yu Yongbo and General Logistics Department Director Fu Quanyou. Those present at the meeting as nonvoting attendees included the Li Jijun, director of the CMC's General Office; Wang Ruilin, deputy director of the General Political Department; Deputy Chiefs of General Staff Xu Huizi and Li Jing; Deputy Directors of the General Logistics Department Li Lun and Zhang Bin; Air Force Commander Cao Shuangming; Navy Commander Zhang Lianzhong; Commander of 2nd Artillery Corps Yang Guoliang; Beijing Military Region Commander Li Laizhu; Nanjing Military Region Commander Gu Hui; Guangzhou Military Region Commander Li Xilin; and Jinan Military Region Commander Zhang Taiheng. angerous than Tibet independence Zhang Wannian said that the greatest danger at present is a breakup of territory. The former Soviet Union's tragedy "will not be allowed to recur in China as long as people of our generation are still alive. Amidst the real danger of a breakup of our territory, we must pay attention to Taiwan. Compared with Tibet, Taiwan is far more dangerous." He analysed: Firstly, Tibet is under CCP control, while Taiwan has been controlled by others for more than 40 years; secondly, "Tibet independence" forces can only make a racket outside the territory but have got nowhere in Tibet, while "Taiwan independence" forces have been master of Taiwan's political situation and have a certainfoundation in Taiwan; thirdly, "Tibet independence" forces are not self-sufficient economically and can be described as powerless militarily, while the Taiwan economy cannot be belittled and its 450,000-strong modern army outnumbers a CCP military region; fourthly, Tibet is not conveniently located but it is

open to overland communications, while Taiwan and the mainland are cut off by 100 km of ocean; fifthly, Tibet is situated on the southwest frontier and has not much influence on the central mainland regions and developed maritime cities, while Taiwan faces the well-off provinces and its influence can reach Hong Kong, Macao and the entire south. At present, the United States, Russia, Japan and Vietnam can no longer pose a real threat to us, and neither are they the main enemy of our army, but the main enemy at present is "Taiwan independence" forces.
