Dharamsala, November 2. According Deutsche Presse-Agentur, "'We cannot wait any longer, it is a matter of life or death', says Professor Samdhong Rinpoche, President of the Tibetan exile-parliament in Dharamsala, India, pointing to the growing Chinese presence in Tibet. 'Nobody will speak of Tibet as belonging to the Tibetans any more, because in ten years there won't be a Tibet any more. Our policy of dialogue with the Chinese has failed, we have to take new, dramatic steps now', he urges. The growing discontent of the Tibetans-in-exile is finding an echo even within the Tibet Autonomous Region administered by the Chinese where Tibetans are getting increasingly nervous and feeling abandoned. Almost every one asked that wishes the Dalai Lama and the estimated 130,000 Tibetans-in exile who represent the intellectual elite of Tibet would return. 'All this talking to the Chinese is of no avail. We have to curtail their migration here', says Tobden Detsen in Shigatse, the second largest town in the Tibet Autonom

ous Region. Detsen knows he has to be careful, because he is under constant surveillance. His mail is opened and his telephone tapped. And yet, Detsen makes sure he listens to the Voice of America's daily 90-minute broadcast in the Tibetan language, which provides information on Tibet and the world and the policies of the exile government. 'These broadcasts are of inestimable value for Tibet', says Detsen. 'They have been our main source of information since they began almost two years ago'. (EuroTibet News nr.5)
