Geneva, November 15. Senior U.S. and European Union negotiators said Tuesday it now was "practically impossible" for China to join the World Trade Organization (WTO) as a founding member. They said China was not showing enough flexibility, but that they expected Beijing to accede to the WTO in the early months of 1995, perhaps under a retroactive "grand-father clause." They were speaking after a closed-door meeting in Geneva of the four major trade blocs, the socalled "Quad" countries comprising the United States, the European Union, Canada and Japan.
