Lhasa, 24th May: Solemn statement by the third session of the Sixth Tibet Autonomous Regional Committee of the Chinese People's Political Consultative Conference [CPPCC] strongly condemning the Dalai clique's evil plot of interfering with and disrupting the Panchen's reincarnation.

On 14th May 1995, the Dalai Lama suddenly proclaimed a Tibetan boy

in India the 'reincarnated child of the Panchen". All members attending the third session of the Sixth Tibet Autonomous Regional

CPPCC Committee hereby issue the following statement regarding this illegal action:

1. The 10th Panchen Lama was a great patriot, renowned activist in state affairs, loyal friend of the CCP and prominent leader of China's Tibetan Buddhism. He consistently kept to the stand in favour of patriotism, religious devotion. unity and progress;

firmly opposed splittism and retrogression; and devoted all his life to safeguarding the unity of the motherland and among various nationalities. The Dalai clique went into exile abroad following the failure of the full-scale armed rebellion in 1959.

For several decades, the Dalai has disregarded the interests of

people of all nationalities in Tibet, and formed a government in

exile" that has chronically engaged in activities aimed at

splitting the motherland and undermining unity among various

nationalities. He is the leader of air out-and-out reactionary

political clique, and is held in contempt by people of all

nationalities in Tibet. Facts have proved that the paths taken by

the 10th Panchen and the 14th Dalai are entirely different, and

they simply cannot be mentioned in the same breath. Historically,

the Dalai and the former local government of Tibet spared no

effort to prevent the 10th Panchen Lama from entering Tibet after

the latter ascended the throne. They also instigated the Panchen Lama's followers to launch frequent personal attacks and calumnies against him. Unable to hold himself back, the Dalai has announced the reincarnated child of the Panchen abroad. This has fully revealed the Dalai clique's true colours in capitalizing on the opportunity arising from the Panchen's reincarnation to continue their spilittist activities. We would like to express our strong indignation over the despicable means employed by the Dalai clique.

2 Since the 57th year of the reign of Emperor Qianlong during the

Qing Dynasty (the year 1792). The reincarnated children of the

Dalai and Panchen have been selected through the location of

several candidate children in accordance with religious rites.

This is followed by confirmation through the "drawing of lots from

a golden vessel" before an image of Sakyamuni Finally, the

results are reported to the central government for approval.

These procedures have become historical conventions and rules. In

announcing the "reincarnated child of the Panchen" abroad, the

Dalai did not "draw lots from a golden vessel" before in image of

Sakyamuni in accordance with various rites, to speak nothing of

reporting the choice to the central people's government for

approval in accordance with historical conventions. This is

completely illegal and is a purely political scheme. The purpose

is to disrupt the Panchen's reincarnation and undermine Tibet's

stability in order to achieve the sinister goal of splitting the

motherland. We strongly denounce the Dalai clique's obstruction

of Panchen Erdini's reincarnation. The Dalai's confirmation of

the reincarnated child is illegal and invalid, and we will never

recognize it.

3. The session urges CPPCC organisation at all levels and CPPCC

members throughout the region, as well is patriotic figures in

united-front, nationalities and religious circles, to rally'

around the Party Central Committee with Comrade Jiang Zemin as the

core; to continue to raise the banner of patriotism; to gain a

clear understanding of the situation; to make a clear distinction

between right and wrong; to hold fast to their stand; to uphold

the truth; and to join forces with the people of Tibet in

resolutely fighting the Dalai's illegal act. Under the Tibet

Autonomous Regional CCP Committee's direct leadership, they should

fully exert their influences and play their roles, work hard to

safeguard Tibet's stability and development, and promote

all-around social progress in Tibet.

4. We support the principles laid down at the two meetings

held by the leading group in charge of the 'search for the

reincarnation child of the Panchen. We firmly support the leading

group in charge of the search for the reincarnated child of the

Panchen and the advisory group in eliminating all interferences

and disruptions, in unifying the faithful, in expediting the

search for and confirmation of the reincarnated child of the 10th

Panchen, and in thoroughly shattering the Dalai clique's attempts

and schemes in accordance with Tibetan Buddhist rites and

historical conventions.
