The next step of the Agenda 21 programme for development will begin with the start of more priority programme for the next 15 years, said an official of the Administrative Centre for China's Agenda 21 (ACCA 21). Adopted by the State Council in March last year, the plan puts forward strategies for the country's high-speed economic growth while taking into account the environment and the efficient use of natural resources. Government at all levels are required to use the agenda for guidance when making local economic and social development plans. The first group of 62 priority programme, which were launched last year to accompany the release of the agenda, have been in full swing in nine areas. They are: capacity building for sustainable development, sustainable agriculture, cleaner production and environmental protection industry, clean energy and transportation development, conservation and sustainable utilization of natural resources, environmental pollution control, combating poverty, population, health an
d human settlement, and global change and bio-diversity conservation. (CD, December 6, 1995)
