The International Secretariat of OMCT/SOS-Torture requests

your URGENT intervention in the following situation in

Inner Mongolia, China.

Brief description of the situation:

The SOS-Torture Translation Committee(Japan), a member of

the network has expressed its grave concern for the

physical and psychological integrity of a Mr Hada, a book

shop owner, and several other Mongolians, arrested on

December 10 1995 in Inner Mongolia. They have been arrested

on suspicion of being "nationalist separatist" and "counter

revolutionist"

Following the arrest, the wife of Mr Hada, Ms Xinna put up

a poster in the book shop window detailing the arrests, in

reaction to the numerous inquiries about his detention.

On December 16 1995, about 100 Mongolian students and

citizens gathered to protest the detentions. The Police

arrested an undetermined number of protesters including Ms

Xinna, who was charged with inciting demonstrations. All

were detained at the Provincial Public Security Bureau.

Following the arrests, a further demonstration took place

involving 200 high school students, university students and

others. Mongolian songs were sung and the demonstrators

held up posters of Genghis Khan. The Demonstrations were

dispersed with further arrests.

Ms Xinna was subsequently released, but then redetained

allegedly on charges of divulging state secrets. Of those

arrested, about 10 remain detained. It is believed that

many of the arrestees are connected with the Southern

Mongolian Democratic Alliance (SMDA) an organisation which

it is believed Mr Hada played a central role.

On the basis of 13 essays found in the house of Mr Hada,

the SMDA has been branded a counter revolutionary

organization. It is believed, the organization was founded

to implement the autonomy of China's National Minorities,

as is guaranteed by the Chinese Constitution. The essays

dealt with the situation of crisis for Mongolian culture

and language in the region.

Given the frequency of torture and the recent clampdown of

minorities in other regions, the International Secretariat

of OMCT/SOS-Torture has grave fears for the physical and

psychological integrity of all the detainees.

Actions requested:

Please write to the authorities of China urging them to:

i. order the immediate release of all those still detained

and guarantee their physical and psychological

integrity;

ii.guarantee an impartial and exhaustive inquiry into the

facts, identify those responsible, bring them to trial

and apply the penal, civil and/or administrative

sanctions provided by legislation;

iii. ensure in all circumstances respect for human

rights and fundamental freedoms in accordance with

national laws and international standards.
