Subject: Citizens' Call to Action
This Sunday, July 13, 1997 represents the first anniversary of the opening of ChinaTown, a move designed by the communist Chinese government owned and operated theme park known as Florida Splendid China to:
1. Distance themselves from the 'Florida Splendid China' name and association with the Chinese Communist Government, and
2. Lure more visitors onto their property by providing an area where admission is free, and
3. Use outside vendors in an effort to reduce staff and derive income from their presence.
Citizens Against Communist Chinese Propaganda (CACCP) has observed that park attendance has not increased and that the 'ChinaTown' area is suffering, causing some of the outside vendors to either leave or cutback on their participation. Whether or not the trials and tribulations that the park is experiencing are due to the efforts of CACCP or the fact that the park was ill-conceived at conception, the fact still remains that to an outside observer, the park is losing money. This implies that the propaganda mission of the park remains a top priority to the Chinese Communist Party owners, even if they must continue throw money into a lost cause to continue their operation.
In conjunction with the protest demonstration on Sunday, another meeting of CACCP will be held in Kissimmee on Saturday evening. We plan to hear from Ablajan Baret, President of the International Taklamakan Uighur Human Rights Association, as well as hear from other members on other aspects of the protest against Chinese Communist propaganda.

We are also planning to re-perform the ritual started last month in New York at the final rally of the 1997 Walk for Tibetan Independence, that is, cutting the stars from the flag of the People's Republic of China(PRC) which represent the peoples who have faced the oppression of the Chinese Communist Party. Since the Tibetan, Mongolian, Eastern Turkestani people no longer wish to remain part of a great Han empire, the stars which represent their peoples shall be removed. The remaining star which represents Manchus will be removed in solidarity with our Taiwanese friends, who wish to remain outside the Chinese Empire. As the park distances itself from it's real owners and does not fly the PRC flag, we will keep this flag and continue to fly it at subsequent protest demonstrations.
Protest Plan
1. Parking in Formosa Gardens Shopping Center. Corner of Formosa Gardens Blvd. & US 192. Park close to Formosa Gardens Blvd., but away from the Outback Steak House. This area is marked with signs that threaten towing, so just go to the next aisle that is not marked.
2. Protest to start at 9AM 07/13/97 by walking down Formosa Gardens Blvd. to main entrance of FSC.
3. Place to pickup brochures, signs, etc.
Before 9AM: Formosa Gardens Shopping Center Parking lot.
After 9AM: On the corner of Formosa Gardens Blvd. and Splendid China Blvd.
4. In case of emergency (such as foul weather, etc.) regroup at Formosa Gardens Shopping Center Parking lot.
5. Please check-in when you arrive, so that we might have an accurate count of the participants.
6. Rules of Conduct during demonstration.
(Note: Participation in the demonstration is contingent upon agreement to the following Rules of Conduct, by attending the demonstraion, you are agreeing to abide by these rules)
a. Only non-violent actions.
Please do not burn flags, destroy public or private property, or otherwise perform destructive, hostile, or provocative acts.
b. Only legal activities.
The roadway and median are off limits for protesters, if a car stops for a brochure we must remain out of the roadway to hand it to them.
In the event that CACCP is confronted by law enforcement officials, it is imperative that cool heads respond. If we are following the rules as stated (and sent to OSO for approval), we will have committed no crime and therefore be subject to no penalties. If on the other hand, someone has violated this protester's "Rules of Conduct", we will all point at them when the sheriff comes.
Please be prepared to show legal identification if requested by law enforcement officials.
c. Peaceful, tolerant speech.
Volume is not a measure of hatred or anger, however, please do not raise your voice at passing automobiles in a manner which might startle or disturb the driver or scare small children.
Please do not personalize your speech. The people in passing cars will only be upset if we call them baby-killers or commie-bastards. Our message will be lost to them (not to mention the negative karma).
d. Although this has not been a problem in the past, for completeness, allow me to mention that all trash should be removed from the site of the demonstration when we leave.
e. Signs and flags may not be propped against or hung from either the street lamp posts or the street signs. Free-standing protest materials are acceptable as long as they do not block the sidewalk.
