BEIJING - The police detained a veteran dissident, Jin Cheng, for the second time since he issued a call last week for public justice in the case of a disgraced Beijing leader, the activist's wife said. Mr. Jin remained in custody more than 10 hours after he was seized Monday, the former official's wife, Liu Xiuli said by telephone. Mr. Jin last week sent an open letter to the head of China's National People's Congress calling for Chen Xitong, former chief of Beijing's Communist Party, to be pun ished for prompting a bloody crackdown on pro-democracy protests in 1989.
