Wang Ming, 36, was sentenced to three years of RTL in December 1996. To protest the eleven-year sentence handed down to Wang Dan, Wang Ming issued "A Citizen's Declaration on Freedom of Speech" calling for the release of Wang Dan, Wei Jingsheng and other prisoners of conscience, official tolerance toward dissenting political views, and freedom of speech and the press.
