* Zhou Guoqiang, 41-year-old lawyer and labour rights activist, is serving a four-year RTL term in Shuanghe Farm, Heilongjiang province. A founding member of the Beijing Workers' Autonomous Federation in 1989, he was among the signatories of the 1993 Peace Charter. Zhou was detained in 1994 and held incommunicado for six months. An additional year was added to his initial three-year term for an alleged escape attempt in 1995. In May 1997 Zhou Guoqiang had once more his sentence extended for allegedly "refusing to reform himself." He was ordered to serve an additional six days for each month of his total sentence, in his case 288 days. Zhou is suffering from heart and pulmonary problems.
