EP/Tibet: EU special representative: resolutionResolution on the appointment of an EU special representative for TibetThe European Parliament,- having regard to its previous resolutions on the People's Republic of China and Tibet,A. whereas it has repeatedly called on the Council and the Commission to draw up a common foreign policy with regard to China and particularly the situation in Tibet,B. reiterating its concern about the fate of the Panchen Lama, Gedhun Choeky Nyima, and his family,C. recalling the controversies caused by the EU's first project in Tibet, the Panam Project, which reportedly does not permit NGO access to the region,D. welcoming the release of the Chinese dissident Wei Jingsheng, winner of the Sakharov Prize in 1996,1. Calls on the Council and Commission to appoint an EU special representative for Tibet responsible for doing everything possible to carry out the Union's demands as regards the civil and political rights situation in Tibet, with a remit to monitor developm

ents there;2. Calls on the Council and Commission to take the necessary steps to obtain full information about the fate of the Panchen Lama, Gedhun Choeky Nyima, and his family, and to take all possible initiatives to act upon Parliament's repeated requests for the release of Mr Nawang Chophel, as well as Wang Dan and Mr Hada;3. Welcomes the decision by the Chinese authorities to reopen the human rights dialogue with the European Union and the announcement that China is willing to sign the International Covenant on Civil and Political Rights;4. Instructs its President to forward this resolution to the Council, the Commission, the governments of the Member States, the Government of the People's Republic of China and the Tibetan Government in exile.___________________________________

ResolutionTIBET: THE EUROPEAN PARLIAMENT REQUESTS THE NOMINATION OF A SPECIAL REPRESENTATIVE FOR TIBETSTATEMENT BY OLIVIER DUPUIS, EUROPEAN DEPUTY AND SECRETARY OF THE TRANSNATIONAL RADICAL PARTYStrasbourg: Friday, January 16th, 1998. As a result of the initiative conducted by members of the Radical and Green groups, the European Parliament has approved, by an ouststanding majority vote, an urgent resolution which requests that "the Council and Commission nominate a special representative of the European Union for Tibet, and who will be in charge of taking all the necessary initiatives so that the European Union's demands concerning civil and political rights in Tibet be addressed, and to follow their progress." The parliament's resolution also asks that the Council and Commission take the neccessary action in favor of the freedom of the Panchen Lama, of Mister Hada, (the President of the Inner Mongolia Movement), of Wang Dan and the Tibetan Chopel.Statement by Olvier Dupuis, Secretary of the Transnat

ional Radical Party and member of the ARE group:"The European Parliament has once again requested that the Council and the Commission intervene on behalf of Tibet through the passage of an extremely concrete resolution: the nomination of a EU representative for Tibet. I hope that this resolution will be immidiately followed with effective practices which will allow Sir Leon Brittan and the current President of the European Council to forsake the attitude that the Commission and the Council prove their capacity, ingenuity and tenacity only when commercial and economic interests are at stake."

_____________________________________________TIBET: DEBATE ON THE URGENCY RESOLUTIONThursday, Jenuary 15, 1998Speech by Olivier Dupuis (ARE)Mister President, on this point I would first like to tell the Commission that the contentious between the European Parliament and and the Commission is becoming havier and havier. The addressee of my words is not, of course, Commissionaire van den Broek but his colleague Sir Leon. Our House has accomulated in the pas three years a certain number of very detailed resolutions concerning Tibet and the People Republic of China. Often we heard quite nice answers from sir Leon, but our requests have triggerd no action, no follow-up: we have no answer concernin the Panchen Lama, we have no answer concerning Mr. Hada; we have no answer concerning M. Wang Dan, we have no answer concerning the foundamental question of the opening of a dialogue with the Dalai Lama. It's now time, therefore, that the Commission starts to employ the poxwers that belong to it. If Sir Brittan d

evoted 1% of the imagination and creativity he commits to the commercial and economic aspects of these issues, I am convinced we would se some results. The Transnational Radical Party and Human Rights in China have sent to the Institute for Nobel Peace Prize in Oslo over 200 signatures of Members of Parliament and University Professors in support of the candidature of Wei Jingsheng and Wang Dan for the Nobel Peace Prize 1998.Declaration of Olivier Dupuis, Member of European Parliament and Secretary General of the Transnational Radical Party :1/2For the third time in the last three years, the Radical Party and Human Rights in China have deposited the candidature of Wei Jingsheng for the Nobel Peace Prize. pe that the Nobel Committee will finally decide to support the efforts of hundreds of thousands of Chinese who, as Wei Jingsheng and Wang Dan, struggle day by day in favour of the 1/2 fifth + and real modernization of China: democracy and freedom. Very often, at the price of their own freeedom.
