Considerations about the former unpunished war crimes and about the

delibetate and systematically killing of civilians as a consequence of use

of force implyng sanctions do not reduce the value and utility of the

Tribunal for war crimes in Yugoslavia.

On the contrary, this Institution represents the first and unique

opportunity for the World Community to excercice a true and positive

jurisdiction over gross violations of humanitarian law.

For individuals who commit war crimes, it will be not possible anymore

justify their acts as simple and neutral expression of the States they

represent as organ.

Is not that an extraordinary improvement of the democracy within the

International Legal Order
