APPEAL OF RADICAL PARTY, SUPPOSED TO BE SIGNED AND SENT TO THE "YOUGOSLAV"
CONSTITUTIONAL COURT.
During last days of December the regime of Belgrade has took a decision to
bite hardly the nations of Vojvodina, and especially the district of
Kanjiza with the Hungarian majority. The governative order has introduced a
kind of payment for persons in the amount of 10 German marks, and for cars,
of 30 German marks, for each overpassing of border toward Vojvodina. An
extremely high amount in comparison with today salaries in the country.
The international embargo against Serbia has produced, for citizens of
district, a secret trade for buying the goods outside. The mentioned trade
was out of the control of Belgrade, and improved, although modestly, the
living of the inhabitants of the district.
The most significant part of this secret import, besides agricultural
goods, was gas and oil for farmers.
However, the most difficult aspect is in the fact that this order prevents
hundreds and hundreds of abroad workers as well as students to come back to
their country, to visit their families, in one word everyone is without the
possibility of free movement.
Finally this order asks the payment of tax has to be done in a foreign
currency, of which there is none in state banks.
So one illegitimate order, whose only reason stays in the fact to reinforce
the centralistic control of the regime, regarding the secret import and
movement of persons.
The inhabitants of Kaniza together with their local Council made a protest
against such situation: they also sent through their meire, member of
Radical party, a formal demand to the authorities to annul this order.
Later on the same measure was used to bite the people of Kosovo (see the
Protest of Adem Demaci, during the Radical Party Conference).
In order to give the support to the initiative of the radicals of Vojvodina
and of Kosovo the Radical party invites all users of Agora to send the
following text by telex (or by post, or fax and telex offices), even one
telegram, out of this text, to the same address.

Having understand that the local Council of Kanjiza has presented to the
Constitutional Court of the Federal Republic of Yougoslavia one demand
regarding the legitimacy as well as constitutionality of the governmental
order dated December 27th, 93, which introduces the obligation of payment
of the tax for overpassing of the border, we under signed
do ask
from the President of the Constitutional Court to declare urgently in
favour of the demand and against the order which is violating evidently the
most basic human rights and even the present constitution.
