EMMA BONINO, SECRETARY OF THE RADICAL PARTY, SPEAKS IN THE NAME OF THE
ITALIAN GOVERNMENT TO THE UNITED NATIONS DURING THE DISCUSSION ON THE
INTERNATIONAL PENAL COURT WHICH IS TAKING PLACE IN THE VI COMMISSION ON
INTERNATIONAL LAW.
"Allow us to express our full backing for the Draft Statute for an
International Penal Court which the International Law Commission has drawn
up through the proceedings of an ad hoc Group. The statute of the Court is
ready and the 49th General Assembly can decide on the procedure for the
institution of the International Penal Court, convening an international
Conference in 1995 for the adoption of the Treaty of Institution. The
Italian Government would be pleased to host the Conference."
These words were spoken in the name of the Italian government by Emma
Bonino, the Secretary of the Radical Party, on 25 October, during the
discussion on the institution of the International Penal Court which is
taking place in the VI Commission on International Law.
"We believe," added Ms Bonino, "that a decision during this session, as the
50th anniversary of the foundation of the United Nations approaches, to
convene a Conference for 1995 and, after decades of juridical studies, to
entrust the solution of the problems that still exist to preparatory
committees, is a necessary and appropriate response to all the states and
citizens in the world who believe that justice and law are the foundation
of international co-existence."
As well as Italy, the following countries expressed their support for the
convocation of an International Conference for 1995: Australia, Canada,
Germany (in the name of the European Union), Sweden and the other countries
of Northern Europe, and Malaysia. The United States and Great Britain, on
the other hand, favour the creation of an ad hoc Committee which would
deliberate for another year, a position which would delay the institution
of the International Penal Court."
"Only strong and immediate international pressure," declared Ms Bonino,
"can ensure that the 49th sesson of the General Assembly will decide on the
convocation of the Conference by the end of 1995. This would be a civil and
political victory of a historic nature. The Radical Party, which thanks the
thousands of parliamentarians and citizens who have signed the appeal for
the institution of the International Peanl Court, is aware that it must
devote all its energies and resources to the achievement of this
aim."
