In Europe, dozens of potential Chernobyl represent a reality; to cool down,
some plants are even using the waters of the most European of the rivers,
the Danube. A nuclear disaster or the Danube death are events that would
affect our entire planet. Therefore, environmental issues can be ruled only
by transnational legislation. Diplomatic agreements are not enough, also
because they restrict any possible control by individuals. The Danube
represents the actual tie between those two European parts still unable to
find solid and democratic ways for a common government.
The European Union should rapidly become a federation, including those
countries which have not reached its level of development yet. This issue
should be of great interest for Western Europe itself, which needs to
transform the current slow process of integration on a dangerous
trans-government basis into a federal and political integration of each
country, based on the urgency of the new Central- and Eastern democracies.
