Statement by Mr. Yuriy Bohaievs'ky, Deputy Permanent Representative of Ukraine
[...] Mr. Chairman,
In the opinion of the Ukrainian delegation, the effectiveness of the work of the future International Criminal Court will depend not only on the broad acceptance of the text of its Statute, but also on the conditions for its functioning which should be put on a sound financial basis. That is why I wish to reiterate the position of Ukraine that the budget of the Court we are creating should be drawn out of the contributions to be made by the States parties. However, our delegation is flexible on this particular issue and will be ready to consider other proposals.
I also wish to support those speakers who drew a special attention to the question of elaborating the Rules of Procedure for the June Conference. It would be desirable to request the Secretary-General to draw a draft text that could be discussed within the framework of an intersessional meeting and subsequently submitted to the Preparatory Committee for consideration in March. The Committee would then recommend the Rules to the Conference for adoption.
In this connection, it is important to ensure that the nongovernmental organizations, which have contributed greatly to the deliberations in the Preparatory Committee and provided it with a valuable expertise on different aspects of criminal and international law, could also have an opportunity to present their views at the Conference.
In conclusion, Mr. Chairman, our delegation wishes to express its gratitude to the Government of Italy for the proposal to host the Conference of plenipotentiaries next summer. I also wish to extend our appreciation for the lucid manner in which the Italian delegation informed this forum of the steps being taken by its Government in this respect.
We are very confident that the United Nations is capable to demonstrate enough of political will to bring the idea of establishing a permanent international criminal court to its logical accomplishment.
