[...] Reforms have to be, by definition, a continual process. The UN has to be adapted to new conditions and problems. On this, there can be no two opinions. For the past five years we have been discussing the issue of Security Council reform and expansion. We have articulated our particular concerns in different working groups and fora. At the recent NAM Summit in Durban, the collective NAM position was reaffirmed. I would also stress that it is the weaker and more vulnerable group of countries that have the most vital stakes in a dynamic and effective UN and its Security Council. These countries constitute a clear majority among the 185 Member-States and their concerns should not be overlooked or glossed over in any reform or restructuring exercise. While stalemate continues in this area, we are pleased that an International Criminal Court has seen the light of the day after so many years of efforts. Despite shortcomings, the Court is a milestone in the UN history.

Le succes de la conference pour la creation d'une Cour penale internationale est une realisation historique. L'UE approuve sans reserve les resultats de la conference de Rome et les statuts qui ont ete adoptes a une ecrasante majorite par les Etats participants. Ces statuts jettent les bases d'une cour efficace et credibile grace a laquelle les crimes les plus odieux ne resteront plus impunis et leur perpetration sera une fois pour toutes decouragee, ce qui contribuera au progres de la paix et de la democracie dans le monde. L Assemblee generale doit maintenant adopter les decisions appropriees pour faire de cette Cour une realite. L'UE est prete a tout mettre en oeuvre pour contribuer a la realisation de ces taches et elle lance un appel a tous les Etats pour qu'ils engagent le processus de ratification afin d'assurer l'entr e en vigueur des statuts le plus rapidement possible. [...] Nous relevons ainsi qu'au cours de la periode recente les tribunaux penaux insitues par les Nations Unies pour juger des crimes commis pendant les recentes guerres dans l'ancienne Yougoslavic et au Rwanda ont pu affermir leur autorite et la portee de leur action. cette affirmation de leur importance a joue un role non negligeable lors de la preparation du statut de la Cour criminelle internationale. Je salue avec un sentiment d'intense satisfaction la conclusion positive des travaux de la recente Conference de Rome. Je souligne en meme temps tout l'interet de l'ensemble de la communaute internationale a donner a cette nouvelle institution un appui ferme et constant.
La fin de la culture de l'impunite represente un tournant decisif dans les relations internationales en cette fin de siecle. Mais ce tournant ne sera pris de maniere convaincante que si les membres de notre Organisation font preuve d'engagement en vue de doter la nouvelle Cour de la credibilite requise.
En cette annee de celebration, nous devons veiller a evaluer en profondeur l'acquis tout en evitant toute complaisance en matiere de droits de l'homme. Ce ne sera qu'en procedant de cette maniere que nous serons a memes d'elargir la base sur laquelle se construit l'appui aux valeurs que la communaute internationale s'est dite maintes fois prete a assurer pour l'humanite toute entiere. As the world celebrates the Fiftieth Anniversary of the Universal Declaration of human Rights adopted by the UNGA in 1948, the Sultanate of Oman has actively participated in the Diplomatic Conference to establish the International Criminal Court which was held in Rome during the months of June and July this year. We emphasize the need for this newly establish Court to work in complimentarity with the national laws and jurisdictions of member-states and to compliment it.

The Republic of Macedonia has fully supported the outcome of the Rome Conference, as well as the Statute that was adopted by the majority of the attending countries, including my country. Now, the general assembly should adopt the necessary decisions, so that this court, could get in full function.
In that regard, not less important is the fact, that within a very short period of time, 40 countries, including the Republic of Macedonia, have ratified the Ottawa convention. [...]

Cette annee la communaute internationale celebre le cinquantieme anniversaire de la Declaration des Droits de L'Homme. Il est hautement significatif que cet anniversaire coincide avec la creation de la Cour Penale Internationale. Motre gouvernement considere comme une avancee majeure, l'etablissement de cette derniere institution. Nous pouvons affirmer que cet evenement vient couronner le magnifique edifice don't les peres fondateurs ont lance il y a plus de cinquante ans, les bases.
Mais, l'Organisation des Nations Unies d'aujourd'hui n'est plus celle d'hier. 185 pays members se pressent aujourd'hui la ou il n'y en avait que quelques dizaines. Les problemes de la paix et du developpement de notre maison commune. Il est temps de reformer l'Organisation, y compris le Council de Securite, de la democratiser afin de mieux l'adapter aux exigences du prochain millenaire. [...].
