Mr. President,

[...] This year has brought swome important successes in transforming human rights ideals into concrete international procedures for their enforcement. The trend to enhance the efficacy of international human rights protection has been demonstrated by the recent adoption of the Statute of the International Criminal Court. Another promising sign has been the consensus reached in yesterday's adoption of the Declaration on the Rights and Responsibilities of Individuals, Groups and Organs of Society to Protect Universally Recognized Human Rights and Fundamental Freedoms. However, the greatest responsibility for the protection of human rights remains upon individual Governments. [...]
