Mr. President,
[...] National constitutions in most countries now have, not only the bill of rights, but also human rights safeguards. In the absence of an international legal machinery the U.N. Security Council has been forced to institute Ad Hoc Tribunal to try the perpetrators of genocide and impunity in the Former Yugoslavia and Rwanda and triggered a crisis for the establishment of a permanent international criminal court to bring sponsors and supporters of similar crimes to justice. It is hoped the International Criminal Court would soon become another key player in the struggle for the promotion of respect for human rights. [...]
