As you know, it is likely that the U.S. delegation to the Prepcom will
introduce language for the draft relationship agreement at the Nov/Dec
session which would provide an exemption for non-state parties from the
jurisdiction of the Court (probably at the stage of surrender). Next week,
the Coalition Secretariat will be sending a memo with a proposed strategy
for anticipating and responding to the actions of the U.S. leading up and
during the November Prepcom. The US government has already begun worldwide
demarches to obtain support for (or neutralize opposition to) exemption
language.
In the meantime, we urgently need your assistance with the following:
a. obtaining the names of the policy advisors to the ministers of foreign
affairs and their contact information (particularly those which may attend
the Millennium Summit or GA general debate with their ministers). The
Coalition Secretariat and members who will be in New York during these
sessions would like to contact these advisors to request meetings.
b. finding out where and when US officials will be meeting with officials
of other governments. When we are aware of these meetings, we send a
letter urging that the government make clear their position that an
exemption for any country will not be acceptable. In some cases we will
also inform some of the like-minded countries of these meetings so that
they can choose to make such a contact as well.
c. finding out what happened at these meetings. We will working to obtain
media coverage if appropriate, for example, if a country is being bullied
in some way by the US government.
