I never asserted that "the fact of voting in favour of sending the ships in the Gulf is secondary", but that the fact of sending the ships was a necessary, forced act, a consequence of the United Nations' resolutions. In that moment, in that circumstance, not to do so would have meant to back the action of Hussein, and in any case to weaken the initiative of the United Nations. Secondary - the sending of ships for the control of the naval traffic and for the enforcement of resolution n. 661 - with respect to the "Desert Shield" operation, which, though part of the faculties provided by article 51 of the Charter of the United Nations, is entirely under the responsibility of the United States and of the other governments who intervened upon Saudi Arabia's request. The trouble will arise if that "shield" should turn into a "lance". |
