Dear companions and friends,

should the membership campaign for 1991 receive an adequate response in the next few days, it is presently our intention to summon:

a) The 3rd ITALIAN CONGRESS OF THE RADICAL PARTY, IN ROME, AT THE ERGIFE HOTEL ON 30th JANUARY/1-2-3 FEBRUARY 1991.

b) the FEDERAL COUNCIL, ON 28-29-30-31 MARCH (EASTER).

c) The 36th CONGRESS OF THE RADICAL PARTY, FROM 30th AUGUST TO 3rd SEPTEMBER 1991.

The summons of the 3rd Italian Congress will be possible and automatic as soon as the target of 1000 new members for the year 1991 is achieved.

The Federal Council will probably not be held in Italy; this relates to the Radical Party's strategy of struggle and growth, to the need and request for its presence as well as to logistics; locations under consideration are: the U.S., Colombia, the Middle East, the USSR.

As far as the Congress is concerned, it is too soon to make any hypothesis as to the place and the moment in which it will be held.

It can be said that a process of reclamation of the political-structural situation of the Party is taking shape and advancing. This is thanks to the over 4,000-strong 1990 membership, which has given life to the Party in spite of the long period of almost complete discontinuance of its structure and suspension of its activities, coherently with the evaluations and directives of the Budapest Congress and of the two subsequent Federal Congresses, thanks also to the other choices taken.

We therefore wish to express our fraternal, deeply felt gratitude to these companions, and share our confidence and hope, which will continue to inspire us despite the ever present difficulties.

We thank in advance all those who will join us for the first time in giving life to the new Radical Party of 1991, which should successfully lead us through the desert we are presently crossing or at least take us closer to our goal.

It is our firm intention to complete this reclamation process on the one hand, and on the other to focus on the difficult task of elaborating, preparing and implementing a political project meeting the lofty ambitions and needs rooted in the Radical history and in society, as already endorsed or implicit in the deliberations that support and dictate the Radical party's life and in the conscience of those who are or become militants.

In view of this commitment it is vital for our 1990 members as well as many others to confirm their confidence. All those, in short, who see extraordinary possibilities of Reform and new life both in themselves and in the Party, in events and in perspectives.

Time is short; we ask you to answer this appeal immediately, an appeal which is dictated also by events, and to contribute your example now. To begin with, we ask you to send your membership fee without delay, by the quickest means, and to urge other people to do so the same.
