The idea of a unilateral suspension of the military operations in the Gulf for a fixed period of time in order to resume a diplomatic offensive is compatible with the strategy adopted to this moment by the forces of the coalition. In fact, it seems that the first part of the aerial bombing campaign is over, and that the alliance's aircraft are gearing to concentrate on the Iraqi troops in Kuwait. This should be the prelude to a land attack to liberate Kuwait - the part of the action which is potentially more risky in terms of the number of casualties of the whole war.

At this stage, a pause would cost little from the point of view of the military operations, but it would have the advantage of giving space to all the initiatives aimed at averting further bloodsheds. On the eve of the beginning of the hostilities, the U.S. press had explicitly referred to a "strategic pause" in the U.S. military plans. According to these same sources, the purpose of such pause was to make Hussein ponder the possibility of pulling out of Kuwait before the beginning of the conflict's harshest phase.

In conclusion, we can say that the coalition has to this moment adopted an "embargo + bombing" strategy. Why not interrupt the bombing to return to use the embargo alone, at least for a few days?
