The Federal Council of the Radical Party, meeting in Rome on 19-22 September 1991
- first of all expresses its heartfelt appreciation and profound gratitude for the enormous amount of work so generously undertaken by comrades Emma Bonino, Sergio Stanzani, Marco Pannella and Paolo Vigevano after they assumed full powers for running the Party following the decision made at the Budapest Congress. Theyr determined and enlightened efforts have ensured that:
a) the financial crisis has been overcome;
b) a new image has been created with the headquarters in Via Torre Argentina 76;
c) the publication "The New Party", intended for parliamentarians and leaders throughout the world, has been launched;
d) many other initiatives and creative ventures have been undertaken.
- Aknowledges, in full agreement with these comrades, that the period of emergency and consequently full powers has run its course. The Party may resussitate its statuary bodies, involving all comrades with a view to the very difficult battles to be waged for political and civil rights.
- Decides to hold the next Party Congress before the end of the year in order to permit adequate preparation for the action planned for 1992.
- Resolves that this Congress will be planned and organized by a broadly representative committee of comrades to be appointed as soon as possible by the current four leaders of the Party.
