Lord Carrington: President of the Conference on Yugoslavia in the
Hague.
We are addressing you because we believe that any partial solution to the Yugoslav crisis is bound to fail; the entire territory of former S.F.R of Yugoslavia must always be considered. We do not wish the war to wander from one region to the next.
International regognition of only 2 Republics -Slovenia and Croatia- would not end the armed conflicts. The central issue of Serbo-Croat relations is located in Bosnia and Herzegovina. This issue would not be solved by recognizing Slovenia and Croatia; on the contrary, it would only contribute to further escalation of Serbo-Croat Conflict. It would only bias all future political solutions of the Yugoslav crisis.
In view of the above, we propose that all borders between Yugoslav Republics be given a special status, guaranteed by the international community. Any forceful violation of the borders would therefore entail international sanctions. This we consider to be a necessary condition for effective negotiations about possible changes.
To this end, the following would be necessary:
- In view of the implosion of federal institutions and the ambivalent nature of their legitimacy, their functions should be taken over by the International Conference on Yugoslavia in The Hague during the transitional period;
- It is imperative to deprive the Yugoslav Peoples Army of all legitimacy in its role of the armed force of Yugoslav citizens and nations; It is also imperative to pacify the Army, preferably by developing long-term strategies for its transformation and social security of its officers;
- The Hague Conference should be resumed with participation of all Republics, without exceptions.
