To Mr. Cyrus Vance, the UN Special Envoy
Dear Sir,
we highly appreciate your efforts for peaceful solution of Yugoslav crisis and your contribution to immediate ending of killing and mass destruction.
Bearing in mind your justified personal concern, which we also share, we suggest that peace keeping forces be sent to Bosnia and Herzegovina without any further delay. This request is based on our deepest conviction that the situation in Bosnia and Herzegovina is highly tense and that it might escalate to a total war, with enormous human losses and great possibility of affecting other regions, as well.
An immediate despatch of peace keeping forces in Bosnia and Herzegovina is not only necessary but also feasible at this moment, since there are no armed conflicts yet, which is being stressed as a main obstacle in applying the same solution in Croatia.
In our opinion it would be of decisive importance not to miss the last chance of avoiding a massacre in Bosnia and Herzegovina which would surpass the one in Croatia. We hold that timely reaction of international community could prevent the ongoing destruction and idrect developments toward a constructive negotiation.
