The war on Balkans is observed in Moscow with a big attention. Actually, not only "historical liaisons between two Slavic nations" connect Serbia and Russia. Are not just the same forces which create by means of weapon "The Great Serbia" and forces which dream about restoration of "The Great Russia"? Is it not just the same logic of an aggressive revenge, denying of the international law and not acknowledgment of the borders between new independent states, which stays behind bombarding Dubrovnik and appeals to getting back Sevastopol, "a Russian glory's town"? The only difference is that Serbian national Bolsheviks have put already ex-Yugoslavia into the fire of war which wasn't in Europe since 1945, and in Russia they still stay on the threshold of power and only prepare to the "War for the Soviet Heritage". However, who can say: the occupation and anschluss of a part of Moldovian territory by 14th Russian army or the Abkhazian guerilla leaded by Vladislav Ardzinba, who is friend and colleague of Anatoly Lu

Serbian regime's victory, its unpunishing will mean also victory of such forces in Russia. It means death, blood and suffering for millions of citizens in ex-Soviet republics, which can not be even compared with all the today's "hot points" there. One have to understand it clearly, being both in Washington, Brussels and Kiev.

Without any doubts, Ukraine needs guarantees of its security, conditioning of START-1 ratification on getting such guarantees. These guarantees however have to come from the reformed international law and international organizations, in particularly - from NATO with its new fullpower. Guarantees of Ukrainian (as Moldovian, Georgian, etc.) security are in the fast and effective answer of international community to the Serbian brothers of Russian chauvinists, but not in Russian nuclear missiles which still threaten America from Ukrainian territory, missiles which codes are in Moscow but not in Kiev. To give such security guarantees to Ukraine could be more clever and honest position from side of USA and Western countries, than to threaten by isolation and sanctions in case of non-ratification of START-1.
