We, the undersigned, the parliamentarians and citizens of different countries of the world call upon the deputies of the Parliament of the Republic of Moldova on the eve of the discussion of the draft of the new Constitution of Moldova in the supreme law-making body of the country.
We call upon to you not to include into the text of the new Constitution Article 21 (3) contained in the draft dealing with retension of the death penalty ("Death penalty, as an exceptional punishment, until it is completely cancelled...").
We are convinced in the necessety of step-by-step abolition of the death penalty which, to our mind is a barbarian vestige of the Middle Ages. A possible alternative to the capital punishment can be a reasonible increase of the maximum prison terms right up to life imprisonment.
The abolition of the death penalty is also an indispensabile precondition for the European integration of Moldova since no democratic country of Europe has the death penalty.
In any case, we are convinced that any mention of the death penalty in the Fundamental Law of the country is out of place even if by these or other reasons, for these or other crimes, this penalty is still being provided for the Criminal Code.
