Dear Mr. Chairman,
Yesterday I received your exciting letter of the 22nd of September. It has already been for several weeks that I felt that danger that your country was facing. I did all I could both personally and through my plenipotentiary representative, Ambassador Brunner, in order to mobilize the international efforts to bring about the cease-fire and start a political dialogue.
Ambassador Brunner managed to persuade the Abkhazian party and the Russian Federation to take part in the negotiations in Geneva which should take part under aegis of the United Nations late this week. The Security Council members attach great importance to these negotiations and as is known try to trade off the sending of the UN observers to Abkhazia with the cease-fire and the course of the political process.
I believe it important that Georgia sends its delegation to these negotiations and insistently ask about it. These negotiations will be conducive to that the international organizations take a direct part in restoring peace in your country. The agenda and the format of these negotiations have not been yet established and I asked Mr. Brunner to show flexibility with the account of your needs.
