ARIEH NEIER, President of the Open Society Fund and former Executive Director of the American Civil Liberties Union and Human Rights Watch, said, "It is immensely valuable for the Secretary-General to see that there is a constituency that cares greatly about the Tribunal. There are still many possibilities that the Tribunal could be derailed. Clearly, if the Secretary-General did not persist, there would never be any trials.

The Secretary-General was particularly correct in viewing the Tribunal's importance as a major turning point in the establishment of a system of justice in the world at the end of the cold war. If it does not succeed, the implications extend far beyond the tragedy suffered by those in former Yugoslavia.
