He felt that there was a commitment on the part of the General Assembly and the Secretary-General to ensure that the Tribunal obtained the funds that it required in order to function properly, and he felt sure that this would be the case....

....Referring to a question asked during yesterday's noon briefing on the financing of the International War Crimes Tribunal, Mr. Sills informed correspondents that document A/48/915 contained some relevant information. The document stated that the Advisory Committee on Administrative and Budgetary Questions (ACABQ) had recommended that the Secretary-General be authorized to enter into further commitments, not exceeding $11 million, for the Tribunal until 31 December. The ACABQ had also recommended that the Secretary-General submit, by 1 November, a further report on the Tribunal, its financial performance and its requirements on the basis of experience. An amount of $5,594,000 million had been made available for the Tribunal's start-up phase; this is to be included in the $11 million......
