After three years of isolation, SDP of B-H wants to establish close ties with members of S.I. and other european left-wings groups and individuals. Socialdemocratic Party of Bosnia-Herzegovina is a parlamentary party in B-H, whis has gained 8,7% citizens' votes - 19 Parliament members - on the Elections held in November 1990.

Guiding principles and the Statute of SDP B-H have been based on modern European social-democratic experiences which are intensively used in the action of SDP B-H.

As a party which is guided by ideas of democratic socialism, and supporting The Declaration of SI, SDP B-H intends to become a member of SI, and to establish cooperation with similar parties of EU. Especially the Party considers the role of the socialist and social-democratic parties in the region, important for establishment of lasting peace and regional cooperation, affirmation of human rights, collective economical integration strategy, as well as for general affirmation of social-democracy.

Before the war SDP B-H had 97.000 members from all thnic groups and in the entire social structure.

The party organisation is based on both the territorial and functional principles (97 out of 109 municipalities).

The Congress including representatives of all party members, which is the highest body of the party, elects The Presidency of SDP B-H (which governs party actions) and The Party Council (which is a broader consultative body).

The Presidency consists of 24 members including the Party President three Vice-President, and the Organizing Secretary, who represent The Party. Party President-Nijaz Durakovic. Vice-Presidents Bogic Bogicevic, Gradimir Gojer, Sead Avdic.

OBJECTIVES AND ACTION GUIDES

OF THE

SOCIALDEMOCRATIC PARTY OF BOSNIA - HERZEGOVINA

The Socialdemocratic Party of Bosnia - Herzegovina (SDP BiH) insists on the following program guidelines:

1.- Full respect and implementation of human rights and freedoms;

2.- Development of B-H on the basis of social justice and

equality;

3.- Accomplishment of a higher degree of solidarity in the

society.

- The primary political objective of SDP BiH is Bosnia-Herzegovina as a sovereign, independent and democratic state, within its present borders, which cannot be violated.

Based on its reaffirmation of the fact that sovereignity belong to citizens, SDP BiH proposes and speaks in favour of such constitution for B-H which will garant the sovereignity of citizen in the entire territory of B-H. The political system of B-H should be built on multi-party parliamentary democracy and reign and enforcement of law.

The economical system should be based on open market economy, freedom of all forms of ownership and private initiative, together with providing appropèriate socila functions of the state.

Project of B-H as civil decentralized state involves distribution of power between the central and the regional and local autonomous bodies.

Objective of SDP B-H is respect of all ethnic rights, that should be exercised on the basis of the democratic constitution of the Republic.

- SDP BiH is guided by the idea of secular and democratic state, in wich freedom, equality and equal partitipation of all religious communities should be garanted, together with rights to express and exercise religious feelings and customs, and conservation of religious and cultural tradition.

Independent juridical system, legal work of state autohorities, public control over theri work, as well as organization of the vital social services should be accomplished following the approach of the division of power between the executive, legislative and juridical branches.

- One of principal guides of SDP BiH is a creation and promotion of democratic public opinion, fredom of press, foundation of private radio and TV stations and is against any kind of censorship.

- SDP BiH is also guided by idea of unified Armed forces of B-H, as a opposed to ethnic armies. Armed forces should be multi-ethnic, non ideological, and should defend the independance, unity and sovereignity of B-H.

- In the domain of foreign affairs, SDP BiH offers the concept of equal cooperation with states that have emerghed from former SFRY, when the necessary conditions meet, as well as participation of B-H in the non-aligned movement and European and regional associations anc communities.

We hold chauvinism and racism unacceptable, and support actions against terrorism and against all other forms of violence against individuals, groups and nations.

SDP BiH pleads for implementation of all ecological standards of the developed countries, and for sanation of all consequences that have emerged from previous concept of economy. In respect of that, SDP BiH proposes ecologicval policy tha will suppress new sources and forms of pollution, together with develpment policy which should put together economical interests and the ecological and social responsibility.

We cannot accept ethnic division of B-H, in the name of those values of democracy; liberty, solidarity and brotherhood which are the very foundation of the socialist idea and which are sanctioned in the United Nations Charter as the foundation of any modern, free and democratic society. SDP BiH political objective is B-H as a state of free citizens and equal nations Moslems, Serbs, Croats, Bosnians, Jews, and all other inhabitants, because the futur belongs to multi-ethnical and multi-national societies.
