Dear Mr. Ambassador,

I have the honor to address you about the expiration of the term on August 20 of submission of the draft resolution on the global moratorium on death penalties during civil wars and revolutions to the next session of UN General Assembly of.

The House of deputies and the Senate of the Parliament of Italian Republic have supported the initiative of the transnational Radical party and International League "Hands Off Cain" on such a moratorium by adoption of resolutions, that oblige Italian government to include the appropriate draft resolution into the agenda of 49th UN General Assembly to be opened in September in New York.

I ask you earnestly to transfer the request to the Italian government not to hesitate and to realize the chance gifted Italy by the history to become the country that has initiated the most significant step towards the total abolition of death penalty in the world before current millennium.

For my part I assure you, that democratic forces of Russia, abolitionists in any case, in particular, Russian members of Radical party and International League "Hands Off Cain", will exert the appropriate pressure on the government of Russian Federation to support the Italian initiative of establishment of the global moratorium on death penalties.
