The democratization of the International order entails a greater focus on the protection of human rights, including also punishment for violations of humanitarian law and the law of war. Croatia has endorsed the establishment of the War Crimes Tribunal in the area of the former Yugoslavia. Croatia likewise supports the establishment of a permanent

international institution which would deal with the most severe violations of humanitarian law, whether in Rwanda, Somalia, Bosnia and Herzegovina, Croatia or Haiti. However, the International Community should also devise the ways and means for prosecuting the perpetrators of crimes from those aggressor countries which refuse to cooperate with the

Tribunal.
