RISPOSTA DEL DEPUTATO WILLIAM POWELL (25-10-94) ALLA LETTERA DI EMMA BONINO (13-10-94) SU DI UN POSSIBILE INTERVENTO PRESSO IL GOVERNO BRITANNICO RELATIVAMENTE ALLA CORTE CRIMINALE INTERNAZIONALE

Many thanks for your fax of Thursday 13 October. I was most upset by the news of the new US position. Naturally I shall pursue this matter with the Foreign & Commonwealth Secretary and have written to him seeking the meeting which you request.

You will already be aware of my interest in the establishment of an International CRiminal Court, a matter which is being considered by the United Nations General Assembly 6th Committee and which will be under discussion between October 24 and November 4 in its present session. ILC has made remarkable progress in clearing away many of the complex and legal difficulties which could arise in establishing such a new UN institution. Its clearly going to be necessary to convene an International Conference to try and see whether it is possible to reach the necessary conclusions in order to establish such a Court within the UN framework.

You will be aware that Germany on behalf of the European Union has expressed itself in favour of the establishment of an ICC and there is considerable interest in the whole idea throughout Europe. Clearly our experiences in Yugoslavia have rather concentrated the mind on how inadequate the international machinery is for dealing with those who commit such monstrous conduct in breach of various Geneva Conventions outlawing Crimes against Humanity and War Crimes.

I would very much like to bring a delegation of Members of both Houses and perhaps amongst our MEPs in order to discuss this matter with you and to make representations as to how we feel the British Government should proceed on a matter which we regard as being of the highest importance.
