Mr Chairman,

there remain in our view other issues which must be addressed in order to finalize the draft statute, such as the reviewability of a prosecutor's decision not to prosecute and provisions for bail.

The number of issues which remain to be considered, judging by this debate, suggests that some time will be required for further discussion and reflection before a diplomatic conference is convened. We believe that an effective approach would be to agree that a United Nations Conference on this issue be held sometime in 1996. We shoul, at the same time, agree to establish a preparatory committee to allow states to make those changes to the draft statute that they consider necessary.
