There should not be undue difficulty in finding a formula which respects the understabdable wish of some for rapid results and the general feeling that issues remain to be thrashed out between Governments that werenot within the remit of the International Law Commission as a body of independent experts. The middle ground is that the time for decision is at next year's sessione, not now.
I might add that one of the purposes of measured progress is to allow ourselves the opportunity to learn from the first practical experiences of the Yugoslav ad hoc tribunal - and, possibly, if the tribunal shortly to be established for Rwanda. We particularly hope therefore that a way will be found to associate the representatives of those tribunals with our intersessional work ...
