In response to your letter of 13 October 1994 I can inform you, also on behalf of the Minister for Development Cooperation, as follows.
The Netherlands government shares your concern over the increased in armed conflicts in the world over the last years and the large scale violations of human rights and breaches of international humanitarian law which derive therefrom. The Government agrees that it is important to prevent more suffering and to bring to justice those responsible for violations of human rights and breaches of international humanitarian law.
The Netherlands government is in favour of convening a diplomatic conference to establish a permanent International Court as soon as sufficient common ground for its successful completion exists. To this end the Netherlands will cooperate in a positive and constructive manner with the other states concerned.
