We, Members of the European Parliament, having followed in the last three years the dramatic events in the former Yugoslavia due to the serbian agression against Slovenia, Croatia and Bosnia, as well as to the oppression of the albanians in the Kosovo have deplored the weakness and the lack of policy of the West in this region. This has only encouraged the agressors as shown by the rejection of the peace proposals of the Contact Group by the Serbs and the uninterrupted attacks of Serbian units in the alegedly Safe zones. The Serbs are encouraged by the arms embargo against the former Yugoslav republics, which has deprived the victims of means to defend themselves against the Serbs, richly provided in heavy and modern equipment.
Whether we approve or criticize this step, we understand the american attitude and Washingtons unilateral decision as a last warning to all concerned parties: either the UN and the European Union and each one of us change our policy and finally obtain results for justice and peace; or there will be other very grave developments abroad and on our terrain. We hope that the democratic world will finally take a firm stand and thus regain its lost credibility.
