As informed NTV (an independent TV channel) in its news program at 22:00, a prohibitionist draft bill on alcohol is prepared by a group of Russian State Duma members. The proposed draft bill contains following positions:

- prohibition on Russian territory the activity of joint ventures with foreign money participation to produce alcoholic beverages;

- ban import of alcoholic beverages more than 12% strong;

- time limitation to sale alcohol from 12:00 till 19:00;

- strong system of control places to sale alcoholic beverages (not in the center of city, etc.).

The draft bill, distributed among members of Duma is accompanied by the clarification message, signed by Sergej Glazjev, one of the leaders of Democratic Party parliamentary group and main "oppositional" specialist on economics in Duma.
