On December 25, at 21.30 Moscow "Memorial" Society, Moscow Helsinki Group and Committee of Soldiers' Mothers of Russia sent an express telegram to the members of Russian Security Council:
Tomorrow you are gathering in order to define finally the fate of Grozny. Call all your courage, refuse the false feeling of insult - either personal or "state's" - abstract from any minutiae, remember the past of our unhappy country, listen to the voices of your friends, parents, wifes, all of them are against this damned war. We cannot believe that you want it. Abolish the onslaugt, stop the bombings, begin the negotiations. Stop this madness. It is not yet too late.
