"Express-Chronika" No 1451, January 29, 1995

On January 28, in Moscow, Parliament Center, representatives of 76 public and political organizations signed a treaty on joint actions:

The war in Caucasus has become a whole-Russia tragedy. Military violence in CHechnia is not simply a unfortunate decision of the President. It throws away all hopes a peaceful way out of the political crisis of the country will be found. Even during the past regime the society and the state power were not alienated so deeply. In the situation all public forces that feel responsibility for the fate of Russia must collaborate at least in ultimate questions -- of war and peace, of freedom, human rights, order and legality. We have two tasks:

-- We must achieve termination of barbarous bloodshed in Chechen Republic as soon as possible;

-- We must do our best to lead Russia to the way of stability, peace, freedom, legality, and to make a new Caucasian catastrophe impossible. In view of mentioned goals, we, authorized representatives of public organizations, political parties and movements, trade unions, creative and scientific groups, mass media, religious unions, have concluded the present Treaty.

The participants of the Treaty are unanimous in following:

1. It is necessary to start a broad Movement in the country to protect peace, freedom, and human rights, the primary goal of which must be the soonest termination of Chechen war. Participants of the Treaty consider themselves to be a part of that Movement.

2. All actions in view of the present Treaty are derived from three main principles: non-violence, publicity, appealing to justice.

3. The participants of the Treaty, beyond of their status and specific features of their organizations and political views, should consult each other regularly to provide mutual coordination of action to achieve goals mentioned above.

4. Joint actions are to be held regularly.

5. The participants of the Treaty should exchange information concerning mentioned goals. To do so, a Joint information center of the Treaty should be created as soon as possible.

6. The whole Treaty is not a political union and can not impose any common political platform. However, to achieve the goals, it must become a strong power to influence political decisions. That is why the participants of the Treaty intend to support those political figures and movements, that share goals of the Treaty. At the opposite, participants of the Treaty consider themselves obliged to stand out against those politicians who are connected or are connecting with the criminal war and its continuation.

The Treaty is open for signing by any public organizations, unions, establishments, and groups, that share its goals. We appeal also men of science and culture, and political figures of Russia to support present Treaty.
